Our Structure

The Commissaire à la déontologie policière is an independent government organization. It is not linked to a police organization or to the Comité de déontologie policière. 

The Commissaire à la déontologie policière is headed by a Commissioner supported by a Deputy Commissioner. The Commissioner and Deputy Commissioner were appointed by the government for a period of up to five years. Their mandates can be renewed. The Deputy Commissioner exercises powers delegated to them by the Commissioner. In the absence or inability to act of the Commissioner, he shall be replaced by the Assistant Commissioner.

The Commissaire à la déontologie policière is made up of civilians. It includes about thirty regular and occasional civilian employees divided into two offices, one in Quebec City, the other in Montreal, who serve the entire territory of Quebec as part of their duties.

The Commissaire à la déontologie policière includes four operational units in order to carry out its mission:

  • Preliminary analysis and conciliation;
  • General secretariat and prevention;
  • Investigations;
  • Legal services.
