Investigation request from the Minister

The Commissaire à la déontologie policière will investigate two police interventions that occurred in Quebec City on November 26 and 27.

At the request of the Ministère de la Sécurité publique, Ms. Geneviève Guilbault, the Commissaire à la déontologie policière ordered two separate ethics investigations into two police interventions that occurred during the evening of November 26 and the night of November 27. in Quebec.

2020-2021 Annual Report of the Commissaire à la déontologie policière

The 2020-2021 Annual Report of the Commissaire à la déontologie policière (In French) was tabled in the National Assembly on September 30.

It presents, among other things, the results of the organization with regard to the human, financial and information resources used as well as those related to the processing of complaints on police ethics and the declaration of services to citizens.

For a more accessible Commissaire à la déontologie policière… new leaflets in French, Atikamekw, Cree, Innu, Inuktitut and English

To help it make its services better known to the Quebec population, the Commissaire à la déontologie policière has updated its information leaflets. It will distribute and disseminate these as part of its information and awareness activities to different groups of citizens, including those who do not speak French or who are more likely to be unaware of the existence of the Commissaire à la déontologie policière.

In accordance with our language policy, versions of this leaflet in English, Innu, Inuktitut, Cree and Atikamekw are available upon request.

Participation of the Commissaire à la déontologie policière in the public consultations of the Advisory Committee on Police Reality (brief and introductory speech)

The publication, in December 2019, of the green paper on the police reality in Quebec set the stage for a necessary examination of several fundamental issues affecting the organization and supervision of the police function in Quebec. The Advisory Committee on Police Reality was subsequently set up to reflect on the police reality in Quebec.

A public consultation process was initiated to help the Advisory Committee on Police Reality carry out an exhaustive reflection. Initially, it received many briefs from organizations and citizens on the subject. Secondly, the Advisory Committee on Police Reality called some of these organizations to a public hearing in order to be able to discuss with them.

It is in this context that the Commissaire à la déontologie policière submitted his brief entitled Le régime de déontologie policière et ses enjeux actuels. The Commissioner also had the opportunity, on November 30, to present his point of view at a public hearing before the Advisory Committee on Police Reality.

Both in his brief and in his introductory speech, the Police Ethics Commissioner addresses the following topics, among others:

  • Third party complainants;
  • Processing times;
  • Modernization of the sanctions regime;
  • The development of the preventive approach.

The Commissaire à la déontologie policière's 2019-2020 annual report

The Commissaire à la déontologie policière’s 2019-2020 Annual Report (In French only) was tabled in the National Assembly on September 29, 2020.

The various sections and the layout of the report were revised this year, in accordance with the new requirements of the Secrétariat du Conseil du trésor aimed at standardizing the content and format of the data for all government organizations.  

Among other things, it outlines the organization's results in terms of the human, financial and informational resources used, as well as those related to the handling of police ethics complaints and the declaration of services to citizens.
